Jammu and Kashmir – The government of Jammu and Kashmir has released a tentative seniority list of the Junior Scale members of the Jammu and Kashmir Administrative Service as on 01.01.2023. This comes after the issuance of a provisional seniority list in 2019 for the 2011, 2012-1, 2012-II, 2013 and 2015 batches of Junior Scale JKAS Officers. The list was subject to the successful completion of the probation period for those who had not satisfactorily completed their probation at that point in time.
According to the latest order, several developments have occurred in the Jammu and Kashmir Administrative Service at its Junior Scale, including the confirmation of probation for various officers who were included in the previous seniority list provisionally. In addition, 184 Junior Scale Officers of the 2011 batch have been inducted into the Time Scale of the Jammu and Kashmir Administrative Service, and 291 candidates (264 of 2019 batch & 27 of 2020 Batch) have been appointed to the Junior Scale of the service.
The new seniority list includes officers from the 2011, 2012-I & II, 2013, 2015, 2018, 2019, and 2020 batches, as it stood on 01.01.2023. The list was drawn up in accordance with the rules governing the subject, including Rule 24 of the Jammu and Kashmir Civil Services (Classification, Control and Appeal) Rules, 1956, as amended from time to time, and Rule 18 of the Jammu and Kashmir Administrative Service Rules, 2008, as amended from time to time.
The tentative seniority list of the Junior Scale officers/members of the Jammu and Kashmir Administrative Service is now available for the concerned officers/members to view. Any member of the service included in the tentative seniority list, aggrieved with the assignment of his/her position in the seniority list or the details vis-à-vis his/her date of birth, may represent to the General Administration Department, along with documentary evidence, within a period of 21 days from the issuance of this Government Order.
The seniority positions assigned to the Junior Scale KAS Officers whose probation has not been confirmed due to either not having passed the prescribed departmental examination or other deficiencies viz; integrity certificate/vigilance clearance, is provisional and shall be subject to the satisfactorily completion of the period of probation. The details vis-à-vis reserved category to which a member belongs, excluding ST and SC candidates, shall be notified against the name in the final seniority only after a valid reserved category certificate is submitted in the General Administration Department (Services Section), Civil Secretariat, Jammu/Srinagar in person or on email id: servicesection226@gmail.com, within 21 days from the date of the issuance of this Order.
The government order noted that the category status of those officers who fail to submit valid category certificates within the stipulated period shall not be reflected in the final seniority list and shall be deemed to be treated as OM henceforth. The category certificates either received in person or from the official email id (@jk.gov.in or @nic.in) of the concerned officer shall only be treated as valid.
The issuance of the updated seniority list is expected to provide clarity on the hierarchy of Junior Scale members of the Jammu and Kashmir Administrative Service and facilitate the smooth functioning of the service.
