The J&K government on Wednesday ordered that Vivek Bhardwaj, Financial Commissioner (Additional Chief Secretary), Health and Medical Education Department will discharge functions of Chairman, Jammu and Kashmir Board of Professional Entrance Examinations (BOPEE) till further orders.

The order in this regard has been issued by Commissioner Secretary General Administration Department (GAD) Manoj Kumar Dwivedi in exercise of powers conferred under section 4 of the Jammu and Kashmir Board of Professional Entrance Examination Act, 2002.

“Vivek Bhardwaj shall discharge functions of Chairman, Jammu and Kashmir Board of Professional Entrance Examinations under the provisions of the Act, in addition to his own duties, as an interim arrangement, till further orders,” the government order reads.

Weatherman on Wednesday said that weather will be “favourable” for flight operation on Thursday and Friday at the Srinagar airport but no so on weekend when it has forecast heavy snowfall in Jammu and Kashmir.

News agency JKN quoted a local meteorological department official saying moderate rain and snow is most likely to continue till late night on Wednesday after which a significant decrease in precipitation is expected.

Due to this, the official said the weather will be “favourable” for flight operations at Srinagar airport that have largely remained suspended since Tuesday due to the prevalent inclement weather.

As the Government of India (GoI) has made it clear to grant statehood to Jammu and Kashmir [J-K] only after holding assembly elections, the mainstream political parties are willing to contest the polls under the Union Territory [UT].

Talking to The Kashmir Wallaall the major political parties expressed their willingness to take part in the electoral process “for the larger good of the people”. 

The National Conference (NC) senior leader and provincial president of Kashmir province Nasir Aslam Wani said that the party would only comment on their participation in the assembly polls after the election commission (EC) would announce the dates for the polls.

“It is too early to comment on the participation of polls. Let us see when the election commission will announce the dates,” Wani said.  

However, in September 2021, NC president Farooq Abdullah said that the party would take part in assembly elections when the polls take place in J-K.    

“The NC will win and I am telling you this with authority that if polls are conducted in a free and fair manner, we will be the biggest party here,” the former CM said while talking with the media.

The political parties in Jammu and Kashmir [J-K] are consistently demanding for the restoration of the statehood before the assembly polls, however, the Government of India (GoI) has maintained that the statehood would only be restored after delimitation of constituencies followed by assembly elections.

On 24 October, home minister Amit Shah during his three day visit to the erstwhile state while laying out the “roadmap” for the J-K, said that the statehood would be restored only after the elections.

“There will be delimitation. After that, there will be elections, and after that statehood will be restored. I have stated it in Parliament. And this is the roadmap,” Shah said in Srinagar.

On 5 August 2019, Prime Minister Narendra Modi-led Bharatiya Janata Party (BJP) through presidential order scrapped the special status of Jammu Kashmir and split it into two Union Territories (UT) –Jammu, Kashmir and Ladakh.

Peoples Democratic Party [PDP] chief spokesperson Suhail Bukhari told The Kashmir Walla that the party’s purpose behind taking part in the assembly elections “is not giving a space to the communal elements in Kashmir politics”.

“Our aim to fight the assembly elections is not to form the government but to fill the space which would otherwise be exploited by people who want to disintegrate Jammu and Kashmir,” Bukhari said.

Bukhari added that the PDP would continue to fight for the restoration of the special status of the erstwhile state.

“Our leadership is determined to continue its fight for the restoration of Article 370. Elections have never been appropriate,” he said. “We also took part in the recent DDC [District Development Council] polls, only not to give a free space.” 

Though PDP and NC would participate in the assembly elections, its party leader’s PDP president Mehbooba Mufti and NC vice-president Omar Abdullah have both decided not to contest the polls.  

Senior vice-president of Peoples Conference (PC) Abdul Gani Vakil said that though they continue to demand the restoration of the statehood before assembly elections, the party would not hesitate to take part in the polls under UT.

“Our party’s demand has always been to restore statehood. However, if GoI won’t meet our demands, it won’t stop us from taking part in the assembly polls even if we have to contest it under UT,” Vakil said. 

“Our goal is to serve people and provide them relief. We have seen how in the last few years, the current dispensation has failed the people on every front.”

“Though, whosoever forms the government under UT will have less power in the administration, it will still be better to have a civil administration in place than to have a bureaucracy rule,” Vakil said.  

At a time when the political parties are gearing up to take part in the assembly elections, likely to be held next year, there would be no more than 10 percent of the Council of Ministers in the Legislative Assembly under the newly-established [UT] of Jammu Kashmir.

As per the J-K Reorganization Bill 2019, there shall be a Council of Ministers (CoM) consisting of not more than 10 percent of the total number of Members in the Legislative Assembly. The ministers shall hold office at the “pleasure” of the Lieutenant Governor.

Jammu and Kashmir Apni Party (JKAP) General Secretary Rafi Ahmad Mir while acknowledging the fact that under UT the government would be subservient to the GoI said that for giving people a popular government to mitigate their sufferings, “the party is likely to participate in the assembly polls.”

“We have seen in New Delhi, thow government has to struggle under UT. However, the people are suffering under the current government. They deserve a better government,” Mir said.

Mir said that JKAP would continue to strive for the restoration of statehood before the assembly elections, and are still hopeful that the GoI would listen to the political parties to restore faith among the people of Jammu and Kashmir.

Former Deputy Chief Minister of Jammu and Kashmir and senior Bharatiya Janata Party [BJP] leader Kavinder Gupta said that they have no objection to fight the assembly polls under the UT.     

“Given the situation of Jammu and Kashmir it is better to be under UT where the centre can directly look after the state affairs,” Gupta said. “Once the situation improves, the statehood will be restored as promised by our party leadership.

or equivalent grade in the previous final examination and the annual income of whose
parents/guardians from all sources does not exceed Rs.2.00 lakh.

The scheme is implemented through the National Scholarship Portal (NSP). It is
mandatory for all students to apply online on the website i.e. www.scholarships.gov.in.

DISTRIBUTION

Muslims, Sikhs, Christians, Buddhists, Jain and Zoroastrians (Parsis) have been
notified as minority communities under Section 2 (c) of the National Commission for
Minorities Act, 1992. A total of five (05) lakh scholarships are targeted to be distributed
as ‘Fresh’ Scholarships, besides, Renewal scholarships.

SELECTION PROCEDURE

Fresh – As the number of scholarships for minorities available in a year is fixed and
limited, it is necessary to lay down preference for selection. Inter-se selection weightage
is to be given to poverty rather than marks (the applicant is required to submit an
income certificate as per para-11(ii)). In case of same income, merit shall be generated
from ‘Date of Birth’ criteria of applicant (senior is preferred).


Renewal – There is no merit list generation for renewal cases. Renewal applicant will
get the scholarship if one has obtained 50% in his/her previous year’s examinations (at
the same institute and in same course) and his/her application is verified by all
authorities (as designated by Ministry of Minority Affairs) and approved by State
Governments/UTs.

The Permanent Account Number (PAN) card is a unique identity, which is very important in any kind of financial transaction. The PAN card has an alphanumeric 10 digit number, which is determined by the Income Tax Department. This process comes under the Central Board of Direct Taxes (CBDT). PAN is also important for filing income tax returns.

You should know why PAN card is important for you. During Aadhaar tax return filing, your Aadhaar must be linked with PAN. According to the Income Tax Department, PAN cards have to be given for cash purchases of bank drafts, pay orders or bankers checks of Rs 50,000 or above in a day.

If you have two PAN cards and you are caught during investigation, then you can be fined up to Rs 10,000. Apart from this, your bank account may be frozen. To avoid this, you will have to submit the second PAN card to the department immediately. There is also a provision for this in section 272B of the Income Tax Act of 1961.

Peoples Conference President Sajad Gani Lone on Saturday questioned move of detaining PAGD leaders in their homes to stop them from protesting against delimitation panel draft saying that such actions go against the spirit of democracy.


“I can’t see any valid reason why the state administration should stop political parties from protesting. Isn’t right to protest intrinsic to the concept of a vibrant democracy,” he said in a series of tweets.


“Not being critical. But state administration really needs to reassess and reevaluate. Democracy is a precious relic for which thousands have laid down their lives in the last 3 decades,” he said.


“Please do not unwittingly or erroneously damage it beyond recognition,” Lone said.
He said that by stifling space for peaceful protests, the administration is inadvertently incentivizing violent form of protest.


“Non-violent mode of protest in the context of violent strife needs to facilitated not stifled. If you stop political, non-violent protests what are you incentivising by default. You are incentivising and facilitating and setting the conditions for a violent form of protest”, he added

It is hereby notified for information of all the candidates, who have appeared in NEETUG 2021 and whose result has been declared by the Board vide Notification No. 127-BOPEE of
2021 dated 15.11.2021 that the J&K Sports Council has provided the list of candidates to whom the sports points have been awarded by them vide Letter No. SC/491-NEET-UG/2316 dated 27.12.2021. The Board has accordingly prepared a provisional list of sports category eligible candidates on the basis of Sports Rank in accordance with the rules.

Further, any candidate desirous of making representation(s) against the rank assigned to
him/her or to other candidates, may do so in the BOPEE Office at Jammu/Srinagar upto
04.01.2022(3.00 pm) physically along with documentary evidence in support of his/her claim.

  1. Sports ranking is only for determining the eligibility under the sports category
    and not for determination of merit of the candidate.
  2. As provided under Section 19 of J&K Reservation Act, 2004, the candidate(s)
    having two reserved categories shall have to apply under only one category.

JKSSB debars candidate for 5 years for cheating in CBT examination

JKSSB debars candidate for 5 years for attempted impersonation in the CBT
examination for Assistant Compiler/ Care Taker Posts.

The Jammu and Kashmir Services Selection Board (JKSSB) is
conducting Computer Based Test (CBT) Examination for 30 posts of Assistant Compiler
(Divisional Cadre) & Care Taker (UT Cadre) at various Examination Venues/Centres in
Srinagar, Budgam and Baramulla districts.

The CBT is being conducted from 20.12.2021 to 12.01.2022 in multi
sessions and 69789 unique candidates are schedule to take the CBT examination. Out
of which 16239 candidates have already undertaken the CBT Examination upto
29.12.2021.

The invigilatory / supervisory staff, while exercising vigil detected 01 case
of impersonation. The impersonator tried to gain access into the examination venue
and was immediately isolated and was not allowed to leave the examination centre till
completion of the written test.

The JKSSB has decided to debar the candidate on whose behalf the
impersonator tried to gain access into the examination venue, from participating in
the JK SSB examinations for 05 years in pursuance of Section 27(g) of the Jammu &
Kashmir Services Selection Board (Conduct of Examination) Regulations, 2013 after
completion of necessary formalities.

The candidate found indulging in impersonation is being cross examined/ probed and JKSSB contemplates to initiate appropriate legal action against
the said candidate, if deemed necessary. The Board appreciates the efforts and extra
vigil exercised by the invigilator staff and has decided to suitably acknowledge their
contribution in strengthening the endeavor of the JKSSB in ensuring fair &
transparent conduct of Examination.

Further, all the candidates who are scheduled to appear for the
aforesaid posts from 30.12.2021 upto 12.01.2022, are cautioned to desist from
indulging in such malpractices as strict action shall be taken against erring candidates
by the JKSSB including debarring of such candidates for appearing in future
examinations to be conducted by JKSSB.
