DC Kargil chairs district-level NCORD committee meeting

Deputy Commissioner/CEO, LAHDC, Kargil Santosh Sukhadeve today chaired the district-level committee meeting under the Narco Coordination Centre (NCORD) at DC Conference Hall, to discuss various measures to curb drug abuse and narcotic trade in the district.

The meeting was attended by SSP Kargil, Anayat Ali Choudhary, Chief Education Officer Kargil, Chief Medical Officer Kargil, District Forest Officer Kargil, Chief Agriculture Officer Kargil, District Social Welfare Officer Kargil, District Drugs Controller and Superintendent of NCB Jammu also joined the meeting virtually.

The meeting discussed various issues related to the incidence of drug addiction, areas of concern, hot spots of drug use and cultivation of illicit poppy, cannabis in the district. The meeting also discussed the action taken on directions issued in the previous meeting of NCORD.

DC Kargil stressed the need of awareness program in a holistic approach to target schools and young population and also by involving parents too. He sought details from the concerned departments about the measures taken to control the drug menace in the district.

The Police Department was instructed to keep strict vigil against drug proliferation, consumption and intensify awareness against such addictive substances involving concerned stakeholders from the civil administration.

The SSP Kargil reiterated to keep strict vigil on various drug abuse activities and mentioned various awareness programs conducted by the Narcotic Unit Kargil to curb the drug menace.

DC Kargil reiterated the need for sustained awareness campaigns against drug abuse and outreach programs and instructed all stakeholders to conduct more drives in schools, colleges, etc.

He also stressed the need of awareness among local taxi drivers and street vendors. DC Kargil impressed upon the officials to tap into all available resources to effectively attain the goal.

A number 13 players of STC Kargil Participated in the championship and secured 3 Bronze medal.

Shanaz Batool Bronze Medal in Individual poomsae in Junior category.

Sumaira Aamir Bronze medal in Kyorugi Junior in U- 55 Kg. Palak Gauri, Bronze Medal in Senior over- 67 Kg. Mohd Ali Coach STC Kargil.

DC Kargil chairs DLMC meet for formation, promotion of FPOs

Deputy Commissioner/CEO, LAHDC, Kargil, Santosh Sukhedeve today chaired a meeting of District Level Monitoring Committee (DLMC) for formation and promotion of Farmer Producer Organizations (FPOs).

The meeting was attended by Chief Agriculture Officer, Kacho Muhammad, Chief Horticulture Officer, Ali Raza, Chief Animal Husbandry Officer, Dr Muhammad Ismail, Principal Scientist Krishi Vigyan Kendra (KVK), Kargil, Dr Muhammad Mehdi Akhone, AD Fisheries, Murtaza Ali, Deputy Registrar Cooperative Societies Kargil, Zakir Hussain, District Development Manager National Bank for Agriculture and Rural Development (NABARD), Tsewang Dorjey and others.

During the meeting, a detailed discussion was held on the formation and promotion of FPOs in the district to scale up the production, branding and marketing of produces under Centrally Sector Scheme (CSS). It also discussed the proposed plan for setting up of FPOs in the identified clusters in Kargil.

The Deputy Commissioner approved the establishment of apricot and vegetable FPOs in Sodh and TSG Blocks respectively under the Central Sector Scheme in Kargil. The move will enhance farmer income besides generate employment opportunities for local unemployed youth.

DC Santosh said the new FPOs will help to scale-up production, branding and marketing of agriculture, and horticulture products like apricot and other locally grown and produced fruits and vegetables.

He advised concerned departments to provide handholding support to the FPOs in market linkages. The DC asked officers of line departments to identify the avenues for increasing marketability and value addition of agricultural produce of farmers in the district.

DC Santosh also launched the Potential Linked Credit Plan (PLP) 2023-24 prepared by NABARD for Kargil district.

The second edition of β€˜Nurbu Wangdus Memorial Ice Wall Climbing Competition-2023’ organised by North West Frontier, ITBP in collaboration with Ladakh Mountain Guide Association commenced today at Gangles.

Member of Parliament, Ladakh, Jamyang Tsering Namgyal was the chief guest, while ADG, Western Command ITBP, Manoj Singh Rawat was the guest of honour. Besides, Upper Leh Councillor, Phuntsog Stanzin Tsepag was also present.

Appreciating the organiser, Member of Parliament, Jamyang Tsering Namgyal said that ITBP has been contributing to Ladakh in many ways, such as exposure tours of school students to other parts of India, organising activities related to women and organising medical camps.

He added that Ladakh being a strategically important place, ITBP has been given the responsibility to guard the Indo-China border under β€˜one border one force’. He added that whenever he visits Eastern Ladakh, he interacts with the ITBP personnel. Further, he added that at the same time, it is our moral responsibility to take care of ITBP. He also requested ADG, Western Command ITBP, Manoj Singh Rawat to review how we can provide better facilities to the personnel deployed at the border areas of Ladakh. Also, asked to review the telecommunications facilities among others.

Mentioning about the Vibrant Villages Programme, he informed that Prime Minister Narendra Modi approved Rs 4,800 crore for β€˜Vibrant Villages Programme’ (VVP), a centrally sponsored scheme for the financial years 2022-23 to 2025-26.

MP Ladakh, Jamyang Tsering Namgyal also inaugurated a medical camp during the event.

Meanwhile, ADG, Western Command ITBP, Manoj Singh Rawat congratulated all the participants. He added that ITBP will contribute to the development of Ladakh, be it in developing β€˜Vibrant Villages’ along India-China border or organising adventure activities. Also, added that the future of Ladakh seems very bright after UT. Further, he hoped that participants from all over the world could join the Ice Wall Climbing in future.

Earlier, IG, North West Frontier, ITBP, Sanjay Kumar Gunjyal, welcomed the guest and hoped that the Ice wall climbing team would represent at the national level and international level in the Winter Olympics. He congratulated the ITBP personnel and LMGA for successfully organising the competition despite harsh climatic conditions.

Deputy Inspector General (DIG), North-West Frontier, ITBP, Sandeep Khosla presented the vote of thanks.

Around 100 participants/ competitors are taking part in various events.

Five teams from ITBP Force, two teams of LMGA, two teams of school children from various schools of Leh and Ladakh Police are taking part in the event.

At the end, a cultural programme was also showcased.

3-month Winter Capacity Building Trianing concludes at DIET Leh

The three-month long Winter Capacity Building Training concluded at DIET Leh. District Education and Planning Officer, Leh, Sonam Angchok was the chief guest of the concluding ceremony.

Principal DIET, Leh, Chetan Dorje, Resource Persons, DIET faculty and around 150 teachers were present on the occasion.

During this three-month long winter training focused on various components, including

Capacity Building of Head teachers of Middle Schools and Head Teachers of Primary Schools, Mathematics training for Middle Classes, Practical-based Science training for Middle School and High Schools, Orientation on lab Manual for Lab Assistants, Foundational Literacy and Numeracy Training for Primary Schools, Orientation on the schools functioning to the newly recruited Wardens and Accountants.

During the concluding session, the Resource Persons and all the officials involved in the training were felicitated.

In the end, DEPO Leh congratulated Principal DIET and the team for successfully conducting the training and also urged the participating teachers to replicate those learnings in the schools.

MP JTN reviews progress of Centrally Sponsored Schemes in DISHA meeting

Member of Parliament, Ladakh, Jamyang Tsering Namgyal, who is also the Chairman of the District Development Coordination and Monitoring Committee (DISHA), today chaired a meeting to review the progress achieved under different Centrally Sponsored Schemes in the Leh district.

MP Ladakh inquired from the concerned officers in detail about the status of progress achieved so far under the flagship programmes such as, MGNREGA, PMAY-G, SBM-G, PMGSY, JJM, SBM U, PMAY-U, NHM, Poshan Abhyan, PMFBY, PMKKKY, UJAWALA, PMGKAY, NSAP, ICDS, NULM, NRLM, DDUGJY, SAMAGRA SHIKSHA, PMEGP and other centrally sponsored schemes.

ADDC/ACD Leh, Sonam Nurboo informed about the technical glitches faced in the National Mobile Monitoring System for attendance of labourers engaged under MGNREGA and sought intervention from MP Ladakh for some relaxation owing to the topographical challenges. He also shared that out of 30,000 registered labourers under MNGREGA, Aadhar seeding of 29,000 is achieved enabling Aadhar-based payment as per the guidelines.

Highlighting the importance of SHGs under NRLM/NULM scheme for enhancing livelihood and economic opportunities, MP Ladakh directed the concerned officials to submit/furnish a detailed report of increase in per capita income of individual working in SHGs at the earliest reflecting the output of the scheme at the ground.

MP Ladakh also directed the ACD Leh to opt for biodegradable/disposable dustbins as an alternative to plastic bins to achieve goals of Swachh Bharat Mission and Solid Waste Management.

Chief Agriculture Officer, Leh informed that Rs 13.24 crore has been disbursed to a total of 6504 registered farmers under PM Kisan Samman Nidhi in the Leh district. MP Ladakh directed CAO, Leh cover more water scarce areas under Micro Irrigation plan.

Stressing the potential of Ladakh in food processing, MP Ladakh directed Chief Horticulture Officer Leh to develop a plan for establishing micro processing units in a decentralised manner in Nubra, Dha-Hanu to reduce wastage of food products. He directed to the Horticulture, Industries Department and banking sector to work in coordination to promote food processing units under the PMFME scheme to increase employment opportunities.

EC Ghulam Mehdi raised the issue of confusion caused over the registration format of Horticulture department while applying for establishing processing units. In this context, MP Ladakh instructed DC Leh to streamline the registration format delineating the specified authority’s signature to ensure accountability and transparency is maintained at all levels of grassroot democracy.

Raising concerns over the safety of the childrens’ of the labourers engaged by BRO and protection of labour rights, MP Ladakh directed Assistant Labour Commissioner to seek solution in concurrence with BRO Officers ensuring necessary and required facility are provided at the workplace.

While reviewing Jal Jeevan Mission (JJM) works in the district, MP Ladakh expressed satisfaction on the overall progress achieved and lauded that Ladakh has been at forefront in showcasing the success of JJM in India.

Reviewing the achievements of NHM, MP Ladakh added that the mere registration under PMJAY (Golden Card) would not ensure the true success of the scheme. He added that many of the public/citizens lack information about the list of empanelled hospitals where the benefits of Golden cards could be availed.

He directed CMO Leh to ensure that awareness camps are held to disseminate information about the process of availing benefits under Golden card and provide the empanelled hospitals list specifically of hospitals in Delhi, Jammu, Srinagar and Chandigarh where most patients from Ladakh seek treatment

Assistant Commissioner, FCS&CA Department informed that 11,000 households amounting to 47,000 individual beneficiaries are registered and avail benefits under PM Garib Kalyan Ann Yojana and re-verification process of ration cards are under process to ensure that the genuine and intended beneficiaries are not left out.

Regarding the issue of supplementary nutrition procurement under ICDS, MP Ladakh directed DPO ICDS Leh to submit a report on the suggested/desireable solution to overcome the procurement issue.

Discussing the Vibrant Village Programme of GoI, MP Ladakh stressed that the focus should not be alone on the creation of assets for development but also to create the assets to increase the livelihood opportunities in the border villages to reverse the migration concept.

DC Leh also instructed the HoDs and senior officers of all the departments to schedule visits at regular intervals to the border villages under Vibrant Village Programme to assess the concerns and issues of the inhabitants.

MP Ladakh instructed to compile a data on all the non-account holders in the district as it hinders in implementing and availing the benefits of the schemes. He also lauded the extensive efforts of Ladakh Police in eradicating the menace of drugs from the society.

The Lieutenant Governor of Ladakh, Brig (Dr) BD Mishra (Retd) informed both Shri Punchok and Shri Naqvi regarding his conversation over the telephone with Hon’ble Minister of Civil Aviation, Shri Jyotiraditya Scindia, on the need to keep a cap on the airfares of the flights operating in Ladakh and also on regulating the cargo rates. He also informed that the Air Officer Commanding (AOC), 21 Wing Leh, Air Commodore Pankaj Kumar Srivastava, has been told to operate Indian Air Force’s flights to airlift our people of Ladakh stranded at Jammu, Chandigarh and Delhi at the earliest.

The Lieutenant Governor of Ladakh further informed them that an Immediate Assistance Cell would be constituted headed by Advisor to Lt Governor and comprising representatives from the Army, Air Force, Ladakh Police, Civil Administration and LAHDC Leh and Kargil representatives for quick help and redressal of issues faced by the public. He highlighted the importance of both the Hill Councils of Leh and Kargil to work in close coordination with the UT Administration for the overall development of the region and for the benefit of the people of Ladakh.

Shri Punchok and Shri Naqvi congratulated Brig (Dr) BD Mishra (Retd) on assuming the charge of the Lieutenant Governor of Ladakh. They also stated that they will render their full cooperation for the development of Ladakh.

Shri Punchok requested for intervention from the Lieutenant Governor of Ladakh regarding the need to define the powers and functions of the elected representatives of both the Hill Councils, the need to avoid duplicity of developmental works, the need to strengthen the Hill Councils, the need for the Administrative Secretaries to integrate with the Hill Councils while carrying out any development works, filling up gazetted posts in UT Ladakh through Jammu and Kashmir Public Service Commission (JKPSC) and granting district status for Zanskar sub-division.

MI-17 Heli service starts in Zanskar, 30 passengers airlifted

To lift the stranded passengers of Zanskar from Leh and vice versa, the Army Helicopter MI-17 service started today and lifted 11 stranded passengers to Zanskar from Leh and 19 passengers from Zanskar in two sorties. The 30 stranded passengers included patients, students and the elderly.

On the arrival at their destinations, the passengers expressed gratitude to the Indian Army, UT Administration and District Administration for arranging the service.

EC Tashi writes to CE Project Yojak for snow clearance of Shinkunla pass

Executive Councilor for Tourism, RD and Zanskar Affair, LAHDC, Kargil, Er. Punchok Tashi today took the matter of snow clearance from Shinkunla Darcha Padum (NPD) road by writing to Chief Engineer, Project Yojak as hundreds of pilgrims from Zanskar remain stranded in Himachal Pradesh waiting for reopening of the road.

OC 126 RCC Padum has intimated that soon snow clearance team is mobilizing to clear snow from Shinkunla so as to reopen Padum Manali road.

Meanwhile, the snow clearance on Kargil-Zanskar road NH-301 has been completed and the road was thrown open for vehicular traffic today. Around 30 light motor vehicles carrying around 220 passengers mostly students reached Kargil safely.

Due to congestion on some portions of the road, one-way traffic was allowed from Zanskar side today. Tomorrow, the administration shall allow traffic from Kargil towards Padum, Zanskar.

EC Tashi appreciated the efforts of ground workers of NHIDCL and Mechanical Division Kargil for keeping the road open most of the time during winter amid harsh climatic conditions.
