Government Announces Appointment of Candidates to Junior Scale Services in Jammu and Kashmir

In a significant development, the Government of Jammu and Kashmir has officially sanctioned the temporary appointment of candidates to the Junior Scale of the Jammu and Kashmir Administrative Service, J&K Police (Gazetted) Service, and J&K Accounts (Gazetted) Service. The appointments are made under the direct recruitment quota through the Combined Competitive Examination, 2022.

The decision comes in accordance with the recommendations put forth by the Jammu and Kashmir Public Service Commission, as outlined in Letter No. PSC/Exam/CCE(M)/2022/23 dated 13.10.2023, 08.11.2023, and 20.12.2023.

Government Order No: 225-JK(GAD) of 2024, dated January 25, 2024, officially sanctions the immediate appointment of the selected candidates against the posts in the Junior Scale of the mentioned services. The appointees will receive remuneration in the pay level 8 (47600-151100).

During a probationary period of two years, the appointees are required to undergo training and pass the Departmental Examination as prescribed by the rules. Candidates allocated to the Jammu and Kashmir Administrative Service, J&K Police (G) Service, and J&K Accounts (G) Service are directed to report to the Director General, J&K Institute of Management, Public Administration and Rural Development (IMPA&RD) for the foundation course.

After completing the foundation course, candidates assigned to J&K Police (G) Service and J&K Accounts (G) Service will report to the Director General of Police, J&K, and Director General, Accounts and Treasuries, J&K, respectively, for further prescribed training. Candidates allocated to Junior JKAS will continue their training at J&K IMPA&RD.

The appointees are required to join by producing original certificates, including qualification, date of birth, domicile, relevant category, and any other certificates as per rules. Failure to join within 21 days from the date of the appointment order will result in the forfeiture of the appointment.

Salary disbursement is contingent upon satisfactory reports on the authenticity of qualifications, date of birth, and relevant category certificates. Any adverse report or discovery of invalid certificates will result in automatic cancellation of the appointment.

Candidates who have taken loans for self-employment are mandated to relinquish their proprietorship and stakes in the enterprise before joining the government service. Repayment of the entire loan liability will be deducted from the appointee’s salary, with recovery details monitored by the respective Drawing and Disbursing Officer (DDO).

Seniority of appointees will be determined by their respective cadre controlling departments, as per the Jammu and Kashmir Civil Services (Classification, Control and Appeal) Rules, 1956.

The appointment and allocation are subject to the outcome of any pending writ petition(s) before any competent court of law. The government emphasizes adherence to these guidelines for a transparent and efficient recruitment process.
